In a SALUTE report, you present a concise snapshot of what you’ve observed, and it starts with the scope of what you’re seeing. The first element is size because quickly conveying how many people or how large the element is sets the scale for the entire report. That initial detail helps the receiver gauge threat level and prioritize response before they dive into the rest of the information. After size, you describe what the element is doing (activity), where it is (location), and when you observed it (time), with the remaining details filling in as needed. The other elements are part of the standard report, but they come after size in the established sequence.
